I could just be playing devil's advocate here, but one could argue that administration of civil government could happen without formal inclusion within civil government. To make my point more clearly, substitute "administration" with something else such as "...the vice president's become an important part of the [managing] of the executive branch", this would not necessarily constitute clear recognition that the vice president is within the executive branch.

Cheney has previously claimed that the VP office is not part of the Executive, therefore shouldn't be scruitinized. The constitution was intentionally vague to make it flexible over time. Its flexed, I didn't say the VP was not part of the executive branch, but I said that Cheney didn't admit to anything. Diction, or choice of words, is one of the most important parts of getting a point across in the english language. If you read closely, you'll notice that I said it supports his argument, as in not mine. Just for clarification, that is. I just think this article is biased and misleading.
