When Bush hovered at 28% for all those months, I figured that number represented the unpersuadable granite core of the Republican party, and that the numbers couldn't possibly go any lower. I find myself wondering what that straw could possibly have been.

The fact that Zogby and Reuters gets the same percentage in polling for the president, yet 12% apart on the congress says one or both of them in not polling properly. If they were polling properly their percentages would be within the 3.5% margin of error of each other. Gallup shows that the democrats in congress do however have ratings roughly 10% higher than the republicans, which in turn drags the average down.
