Perhaps he's in a bad mood. Perhaps, knowing that he's going to be out of office in a few months and no longer in the spotlight, he no longer feels any compulsion to "play the game". Perhaps it was mutual from both sides, but it looks more to me like Bush snubbed THEM.

This summit as in Washington, D.C.. Bush was the host. Either way, when you run for president of the U.S., the jobs for 4 or 8 years, not 3.75 or 7.75 years and you know that before you start.
