    1) They allow a terrorist attack either in the gulf on a carrier group or in the states (dirty bomb or bio).
    2) Expand war to include Iran and Syria.
    3) Declare martial law, suspend the constitution and elections.
    4) Profit. (continuation of the war profiteering already going on).

    1) "Surge" until late 2008
    2) Declare a second Iraq victory and draw down some troops in hopes of saving Republican electoral prospects. Stage a victory parade in DC.
    3) Pray for a lack of explosions in Baghdad between Victory Day and Election Day.
    4) Continue the occupation under a new Republican president (or Clinton).
