This comes from his Evangelical understanding of Christianity. A man is reborn through giving himself up to Christ and his rebirth makes him anew, he can no longer do any wrong that will jeopardize his eternal salvation. So it doesn't matter that Dubya rips up the Constitution, tortures people, kills hundreds of thousands in the desert sands. He is ordained to greatness and all these things are mispercieved by the unbelievers. In Dubyas black and white mind, God will verify his goodness in the pages of history.
