The only Republicans depicted in that ad where the ones touting the "Democrats are making us less safe" message. The Republican smear campaign against Democrats and progressives is well-known and well-documented. Democrats are already the targets, which explains why they're in the ad. The ad's aim, in part, is to associate hispanics with them, including them as targets (or, more likely, warning them they'll become targets of smears if they don't side with Republicans.) As I mentioned in an earlier comment, Cuban expats are overwhelmingly Republican and staunchly so, and they contribute large sums of cash-bucks to Republican candidates and causes.
