The President isn't a dictator, sometimes changes and alterations need to be made to get something passed.
You can also add in the "Stalled" since that's promises he's begun to work on, but for some reason have been temporarily halted.
Not even counting the 149 "In the works", it's 54 + 14 + 17 = 85.
85 is quite a bit more than the 7 broken. That's 12 kept for every 1 broken.

This smacks of partisan politics by the right, seeking to attack everyone that Obama wants to appoint and block them out. This is a large part of the reason why a large portion of Obama's positions remain unfulfilled, he has to battle to fill them.
If Bauer turns out to be an incompetant partisan hack, then certainly there would be reason to be opposed to him. However, at this point for Republicans to attack him for being partisan is the pot calling the kettle black.
Moreover, their appointments were political from the get-go and remained as such. We don't have term limits, but I don't think that's quite the point.

The only other option is not letting the president appoint anyone, which kind of eliminates a huge amount of executive power. While I think the executive has too much power, this isn't one of the areas they have too much power in.

The lesson from Gonzalez is making an incompetent, blindly loyal affirmative action pick is a bad idea.
It's a lesson that the Obama administration doesn't seem to have learned with the selection of Bauer. While he would make an *excellent* general council for the DNC (a position he has held), a lawyer more steeped in constitutional law - and at least one who is a member of the Supreme Court Bar - would be a better choice.
Why not David Boise?
This is a continuation of a pattern that started when they gave HHS to that flunky Sebelious as a third choice rather than giving it to the eminently more qualified Dr. Howard Dean.
Or when they put that fat failure, Gov. Kaine in as chairman of the DNC rather than Donna Brazile.
The consequence of the Bauer selection is that Obama will be underserved and given sub-par advice that will cause him to stumble (as Bush did with Gonzalas).

If they weren't political, they would be careerist positions, like general civil service. Which would mean elections wouldn't effect the executive posts, which would mean that this would no longer be a democracy.
Elections have consequences. One consequence is that the winner gets to run the executive branch and is therefor held accountable for it.
