"BREAKING" Means the event is happening AS THE STORY IS WRITTEN, and many times means all the facts are not yet known. Just because a news story has not been posted on Digg yet does not mean it is "breaking." Also, given that most people won't see the story until it hits Digg's front page, its usually not breaking by that point, anyway.
Example: There was an explosion in a Russian city yesterday afternoon. Bloggers started posting pictures and videos of it before anyone really even knew what it was. Diggers posted links to those blogs as "breaking" news. This was immediately appropriate, but those stories might not hit the front page until today (if ever), and now we know all of the facts of the situation, and the explosion / aftermath is no longer occurring. This makes it no longer "breaking." People will still see the word in the article title, think it is something immediately serious, then be disappointed and pissed off when they find out it is not. The only place where "breaking" *might* work is in a news story involving a 3-day hostage situation, or something like that, where the situation constantly changes, and people are fed facts in real time.
In summary: "BREAKING" will so rarely be appropriate that you should JUST NOT USE IT ON DIGG.
