Since March 9, 1933, America has been under martial law; the Constitution has been suspended as has common law. FDR did this by Proclamations 2039 and 2040. These are still in effect and may only be rescinded by a countermanding Proclamation. Senate Report 93-549, for which research began in 1973, was published in 1976 and gave rise to Public Law 94412, September 14, 1976 that rescinded other national emergencies but excepted the NE proclaimed by FDR. Inter alia these 1933 Proclamations and Acts rendered American citizens legally "enemies" of the United States for the purpose of seizing their property as "booty". This is the basis for the present fascist tyranny of the Federal government and the supremacy of Federal Law. America is a nation under occupation by an alien power called the United States of America.
