True. You need a conviction before removal. Clinton was never convicted of anything. He was never even charged with any real crimes by a grand jury, just politically motivated nonsense that failed under scrutiny. We all remember.

If he had been convicted, he would have been immediately removed from office and could have then faced criminal charges.
