According to a spreadsheet released from her office, these total $1.9 million since she was inaugurated in January of 2007, and the largest chunk ($600,000) is from the Office of Law reviewing FOIA requests.
Yet the state spent $13.7 billion in 2009 and $80 million in the Office of Law.
That’s 0.014% of the budget.

So your statement assumes:
1. The lawyers already had as much work as they could possibly handle. They had to put some other things to the side.
2. The lawyers would continue to have as much work as they could possibly handle, forever. There will never be enough uncommitted time in their schedules to do this work.
Think of it this way: Suppose you have a Netflix account and you pay for it monthly for unlimited DVD rentals but are physically limited to, we'll say, 60 DVDs per month. You're paying them a salary to provide you unlimited service but real world considerations provide practical limits. Now, your daughter decides she wants to order 10 Barney DVDs per month. This will not affect you at all if you actually want to watch less than 51 DVDs per month, on average. If you want to watch more than 50 DVDs per month, you'll gradually fall further and further behind with more and more DVDs you want to see but haven't.
