Unless and until there is any evidence that they willfully "allowed" or "wanted . . . 9/11 to happen," I wouldn't say that at all. What we have here are horrible decisions made in response to a legitimate threat, and brutal policies being implemented in completely wrongheaded ways. If anything, I'd go back to Justice Louis Brandeis to explain what is going on here: "The greatest dangers to liberty lurk in insidious encroachment by men of zeal, well-meaning but without understanding." Olmstead v. United States.

The thing with the retroactive warrants is that they can only be issued by taking into account the documented a priori knowledge - even if they overhear a terrorist plot after tapping the wire, if the judge decides that the knowledge they had prior to the tap was insufficient to issue a warrant, the arrest/conviction gets thrown out. I tend to agree. In the interest of national security, some things must be moved upon very quickly, but procedure must still be followed to prevent abuse. If there were any form of "conspiracy" it would have been more on the level of seeing the benefits of a successful attack for the policies they wanted to implement, both domestic and abroad and based on these ideas, willfully ignored warning signs and bet on the attack not ending up as the huge disasters they actually ended up being. It might have been a grand misjudgment of the end result.
