The article mentions that the most important bit is his social security number. Which could then be used to pull a credit report. Millions of Americans get their credit pulled when applying for jobs much less important than the President. Why shouldnt the potential prez be subjected to the same?
Or are we talking about the political operatives stealing his identity to Paypal campaign funds to Hillary/McCain?

Many people dont realize that the people at work at the passport centers are not federal employees and only make about $10 an hour & hired from temp agencies. Ever look at the pool of applicants at a temp agency? They have small background checks and turn over is huge. They might know the company location that accesses the files, but are still figuring out who it was. Even then, its not likely the temp worker is there anymore anyway. You are given access to computer systems with no background check. So if someone was out to get dirt on Obama, makes sense that they'd go the contract employee route.

The matter was not looked into until after receiving inquiries from a reporter on Thursday, a department spokesman said. Who told the reporter and how did he find out? The reporter knew before the senior management level did. This is looking at files by subcontractors who were fired.
