Many of the Dem quotes you listed are in the context of arguing for sanctions against Saddam NOT invading his country. Congress was misled by the Bush administration cherry picking intel about Iraq and getting rid of dissenters such as the Plame controversy which was clearly hatched directly out of the Bush administration.
The deflection you seem to suggest infers a losing argument comes from this quote out of the health bill Joe Wilson was talking about

And signing up for entitlements requires identifying yourself. If you are concerned about ID theft, that is already a crime, can effect our current health care system in the same manner, and is another issue entirely.

I could counterfeit my Cigna card for about 30 cents and 20 minutes time. I'm willing to bet it will be much easier to fake a private insurer card than the eventual public one because folks will insist it have standard counterfeit barriers.
I just don't want to see this as a method for getting a National ID system in place. I don't want to have to show ID every where I go just so to keep somebody from getting something they don't deserve. -
