Then toss 'em in jail with some of the citizens they share this country with for a bit. And to top it, I think a public defender should be appointed, it just won't due to have the criminal use the proceeds of his crime to benefit him in his defense. When you become hungry while all of the oligarchs are living in opulent splendor, and you can't afford to eat, such knowledge will provide you with a perfect example of how to handle the problem.
