The tool named Bill Clinton chose option #2. Not sure if it was because Pollard is responsible for the hideous deaths of so many USA CIA assets and that is resented in some quarters. He's a huge supporter of zionist interests. As I understand it, it's the first time a presidential pardon had been granted to a fugitive. It illustrates how strong is the zionist influence/control over the USA government.
