Bush's appointed Republican prosecutor convinced a jury, and a sentence was imposed by a Bush appointed judge, following Bush approved sentencing guidelines for first time offenders. Too harsh, right? I suppose only if you're personally a friend of the President.
A couple days ago a press reporter told Snow he was "insulting our intelligence." You'd would want all your proceedings recorded in the historical record and carefully preserved. If you were honest you wouldn't offer immunity for employees and then exercise it for those who got caught. You also wouldn't need a staff to carefully word rebuttals to defend honest decisions.

He and Gonzales have been pushing to get federal mandatory minimums be the only sentencing guidelines, vs having federal judges use a case-by-case basis (like if a whistle blower would be severely harmed in prison). And then he says "get out of jail free". While Libby still has to pay the fine "do not collect 200 dollars", he will not face any significant hardship otherwise for taking the Cheney bullet.
