If we all agree that torture is wrong then it doesn't matter what the specific definition of torture is. If we are all in agreement that torture is immoral, inhumane, and unjust then we won't even try to toe some ***** line, playing semantic games, talking about the the line between "harsh interrogation tactics" and torture. If we all agree that torture is wrong than there is NO CONVERSATION about whether or not it "helps" or "works" because IT DOESN'T ***** MATTER.
If it's torture or could reasonably be considered torture then WE DON'T ***** DO IT! We don't bother with "harsh interrogation techniques" and torture because we're America. We recognize the value of human life, liberty, and justice and equality under the law. We don't surrender our ethical or political identity, EVER. We don't compromise our principles in the face of any foreign threat because it is our PRINCIPLES which define our national character. The death or torture of one will always be perceived by many more as an injustice committed by us, thereby sending more young people into a rage of protest and spawning more terrorists. The only way to end this is to convince them our way of life is better and more moral. I'm not advocating throwing down our weapons, I'm just saying we've ignored the more important front in this battle.

And America has done this hundreds of times all over the world since 2001.
There were a few terrorists before 2001. Bush and his gang of cronies and torturers has ensured a steady stream of new ones for the next twenty or thirty years.
How does a new army of potential suicide bombers compare to your "high value information"? You get one "enemy" to tell you something - and create new ones along the way.

However, I do acknowledge that there are grey areas. I'm not entirely convinced, for example that sleep deprivation should be classified as torture. Partly because I don't want to call my two year old a torturer, but also because I don't think it is necessarily about instilling fear alone. I also think calling sleep deprivation torture rather devalues the term.
