You obviously weren't paying attention to what Rudy did after 9/11. After 9/11, Rudy kicked all of the firefighters out of ground zero, and they refused to leave, because they were digging out their dead brothers. Then, Rudy forced the police department to forcibly remove all of the firefighters from ground zero. This caused fist-fights between cops and firemen for days. None of the media outlets showed it, because you just don't show on national TV after one of the most tragic events in world history. Now, every firefighter I know hates Rudy with a burning passion of a thousand suns. Not to mention, during his stay as mayor, he had pay cuts on all emergency services in each budget he made.

He wasn't the only one asking for an extension, many people were demanding it. The city was in shambles, it wasn't the best time to be holding elections. This seems like a bit of a reach. 1. The cowardice and immaturity of these kinds of statements pretty much amounts to the juvenile mindset that if things don't go one's way, one gives up. If you believe in your principles and your values of what you expect from your country and your government, then do something about it, instead of running (even figuratively) away.
2. The implicit arrogance one has in stating that "moving to Canada" is automatically an option for any American is galling. Are you aware that Canada has one of the most stringent immigration policies in the Western world with respect to income, education, and skilled labor? If you honestly believe that, you lack any sort of sense of proportion. 3,000 dead in New York is hardly a bigger crisis than the Civil War or the War of 1812. I don't think a plane hitting a skyscraper really even registers on the same scale as WASHINGTON D.C. BEING INVADED by a foreign army (War of 1812), or for that matter the Trail of Tears (forced relocation by our own government resulting in 4,000-15,000 deaths, including children), or even the Great Depression. Heck, even Katrina managed to largely take out an entire city (plus the damage in the surrounding region), even if the death toll wasn't as high.

Had the US followed a non-interventionist policy and not declared war on Germany in WWI, then chances are Germany would have won and Hitler would have never came to power resulting in the more costly WWII and Jewish Genocide. So if Wilson had not gotten us into WWI, then we would have not had further international troubles down the road.

It's easy for everyone to forget the mayhem, pandemonium and confusion during that time. Guliani was the acting Mayor for an extended period b/c the city was in a devastated state. He was also working closely with the newly elected Mayor Bloomberg to get the city's core structure back in order. 911, 311 and 411 all had to be brought back up and online. The OEM had to be reestablished. There needed to be a single communication bridge between NYPD, FDNY and EMT. There was NO organization and everyone was running around like a chicken with it's head cut off. No one at the time objected him staying in for an additional 3 months b/c no was thinking about such a minute issue. Growing up there, I had black friends whose parents had Confederate flag bumper stickers on their cars and flags in their rooms. On September 26, 2001, when America's future Evil Dictator proposed staying in office 3 more months (just weeks past when a new mayor would be sworn in), a massive column of smoke for some reason was still rising in lower Manhattan, for some reason, and the public did not know that an estimated 10,000 New Yorkers had suddenly vanished, for reasons I still cannot remember. There were still no plans to reschedule the runoffs originally scheduled for September 11, 2001, and nobody knew when a new mayor could even be nominated much less elected.

Crime went down in the entire country those years. Also many of the things Mayor Dinkins (mayor of NYC before Guiliani), were not in effect until after Guiliani had taken office. Guiliani merely took credit once great things started to happen.
