I've been saying this for years. Go the speed limit in speed traps and the cops can't catch anyone. Then the municipality makes no money and, ergo, fewer traffic cops. The traffic patrol/red light cameras are but two examples. There're so many ways to do this.

Libertarians need to note how most government programs are -not- designed for benevolence, but to enrich the politicians or their supporters.
