Key word in the sentence: us. How do the troops "get us stuck"? That doesn't even make sense. Zoom out, use your brain, and then you'll see the subject of the sentence: Bush.

He has his Vietnam mentality of when there was a GI deferment if a person was going to college. Thus, dumb troops who could not take advantage of the situation. I believe this is what still clouds Kerry's view of our troops. He can't acknowledge that over 95% have high school diplomas and they are all volunteer.
If you add the supposedly left out "us" word, then is the joke supposed to mean that if you don't study hard and make yourself smarter you get elected President of the United States and you send the troop to get stuck in Iraq. There are about 2 million people enlisted in the Army, Marines, Navy, and Air Force, but only about 140,000 in Iraq. And considering troop levels in Iraq, the nearly 3,000 deaths (which are far from negligible), the chances of a soldier dying are not as great as some may think.

It's still the implication that the troops are "stuck" in the first place. Every troop are there because they voluntarily enlisted (many after the conflict began). If you look at polls among those currently serving in Iraq, they believe that they are fighting for a just cause (why else do so many voluntarily go back for more tours once their service is done).
All of these people feel as though they are fighting for something worth fighting for and this guy comes along and has the audacity to claim that they are just "stuck" there. By the way, Senator Kerry, I took my professional degree and volunteered, as a Reservist, to go on active-duty and go to Iraq, because I believed in what we were doing. I went, and I still believe.
