    The weapons the UN initiatives need to be limiting are in the hands of thugs and gangsters throughout Latin America, Africa, and Southeast Asia. Unfortunately, no country is willing or able to go into hostile areas controlled by drug gangs and rebels and confiscate these weapons. Therefore, the UN initiatives are used to coerce stable republics into disarming their citizens.

    They can't control the criminals so they give up trying and enforce their utopian nightmare on the rest of us.
