It would have been a lot better had the voters been willing to make some sacrifices back then, but all four went down to defeat (albeit, a couple very narrowly.) No one was willing to make tough choices back then (mainly, the state unions who weren't willing to give up their unbelievably cushy and unsustainable pensions and benefits) so guess what, the budgetary problems only grew worse, and the only possible solutions became even more difficult ones.
