Family Doctors and Consultants in the UK are not civil servants - They are self employed who work both for the national health service and private health care suppliers.
In the UK a qualified GP (in primary care) will earn around $200K per year. Qualified doctors are not underpaid. Nurses and other Hap's are not so fortunate as they employed directly. The reason Doctors are treated differently was the settlement the Government made in 1948 when the NHS was created.
The reason why overseas doctors are required is the English health service has gone through massive investment since 1997, and it takes time to train doctors. This skills gap has been filled through overseas medical staff.
