As I recall no. 1 is usually the Czech Republic, no. 2 is usually Switzerland. The Netherlands aren't usually that far up. Usage in Britain actually went down during the period that they dropped it to a lower classification.
They had a good opportunity to legalize it in Switzerland about 18 months ago, but the referendum question wasn't that well formed (Switzerland is probably the most democratic country on Earth). Now they are trying to work out how to cope with the hundreds of African street dealers (they use the English word "dealers" to describe them) that they get in their public parks after dark, mostly selling weed and coke.
Edit: Went and checked out the report. I was wondering about the data, but then I realized they didn't actually cover Switzerland because it's not part of the EU. The Czechs are number one in the youth demographic. Seems like the top overall is the Danes. - EddiePotato, on 11/06/2009, -1/+9Sure it can. I got to know some Dutch guys in Amsterdam, and that's pretty much what they told me. It's actually unfashionable among the kids to smoke pot. - InactiveUser, on 11/06/2009, -0/+8Dutch people are strong minded, have jobs, often live at home until married, are in collage for some time as they can claim a study allowance from the government that covers the cost of living basically. Having to work while at Uni is not a requirement so they do better and smoking hooch is not even on the radar. Some don't even drink apart from a sip of something wicked occasionally.

That fact is more notable; the US agency responsible for enforcing drug laws openly admits that the country most tolerant of cannabis use has one of the lowest usage rates. And while you were obviously being sarcastic, the figures for hard drugs are lower for Holland as well.

- inactive, on 11/16/2009, -0/+1It won't be fully legal if it taxed heavier than other products. There is no reason to tax it. All government is legalized theft. The government shouldn't be providing peoples health care so they shouldn't need to tax "unhealthy" things.

Don't get me wrong, I'd be happy for the Dutch and them being the country who ate the least amount of people, but still felt that if we're keeping statistics on cannibalism, then we might have some problems... but maybe they'd be a safe place during a zombie invasion since their lack of interest in human flesh might be good.
