He ruled as a dictator, repressing dissident opinions through institutionalised torture, concentration camps, heavy prison sentences, and the application of the death penalty against criminals and political opponents.
Every death sentence had to be signed by him. From the beginning of the revolt, all his generals ordered massive public and summary executions to spread fear and reduce resistance among the civilians.

what concerns me is despite all the rhetoric, we truly are unable to cohesively focus all of of National Power, so it ends up falling 'back on the military operations, eventually. Example: why does the State Department need it's own Army? Don't we have 130,000 folks over there already? To think that we do inter-agency cooperative operations at all is a farce. Petraeus has been saying as much for years now....

He obviously thinks that 'this time (my time)' a military counterinsurgency campaign will be successful. The US has NEVER had success waging an exclusive military counterinsurgency campaign. 1st look up the definition and then research it (The Pentagon Papers is a good initial source).
