wnd.com — Tulsa and Oklahoma City schools have 7,000 students in failing schools. Graduation rates in Oklahoma City and Tulsa are 50 pr less. Pending legislation in the Oklahoma Legislature would allow a 50 percent tax credit to contributors to a fund that would provide scholarships for low income kids in these failing schools to go to private school.
