How exactly does swapping out equipment have anything to do with shortages in equipment? It sounds like two different issues. Like 95% of digg users , I'm no military expert, so if you could explain this a little bit more, I'd appreciate it. I don't like being lied to but I definitely don't like explanations that leave me even more confused. Some links would be nice. I just don't see how having shortages of equipment is the same thing as what you're talking about. I'm avoiding insults and hyperbole entirely because I honestly want to hear your response without turning this into a bloodfest.
And second, how do you explain why troops have had to improvise armor for their vehicles, something that was widely reported a couple of years ago? This is the sort of thing that article is addressing, and you surely can't use your "swapping out" argument to cover that.
