In case there was any confusion about what Don Mattrick said being unique to Xbox 360 for GTA IV, he was referring to the exclusive episodes that will be on Xbox Live starting Fall 2008. I hope that clears things up.

Whereas like most 360 games it'll all be streamed off the dvd drive. So, on the 360 we may be getting low quality textures until the high quality ones have loaded from the dvd. Or at worst the dreaded invisible walls that were common on the PS2 versions of GTA.
Loading of textures is noticeable on some 360 games, case in point Mass Effect. Quite often you'll notice that the textures for part of an area will be fairly low quality then all of a sudden will change to decent quality as they're loaded from the dvd.
