Take, for example, when wordpress bails, and starts throwing mysql errors, or when someone exceeds their CPU quota on a cheap host -- both of those are relatively difficult to detect automatically. There should probably just be some sort of "Server down" bury option, that flags the story, rather than actually burying it, that way you can let diggers decide.
