There is no definitive set of "rules" for English. English is, and always has been, only ever defined as "the language that English-speaking people are currently using".
It is this ability to evolve to meet the needs of modern speakers, and to co-opt any desired word from any desired language, that combined with its completely decentralised nature, makes English so popular and so powerful.
So, there is no official rule for the singular use of "they", only current standards for its use. True, 100 years ago, it was frowned upon ... but English speakers since then have desired a word which refers to a singular, gender-unknown, person. "It" was considered to be insulting, so "they" has come to be highly popular in the singular use.
The singular "they" has become such a common and well-used word, that is now easily an "official" part of the English language. It is as official and correct as any other rule or word in the language.
For the future, understand that English is changing all the time, and there are no rules except "what the people are currently speaking". That's it.
