It quotes a councillor who claims that 'certain communities' could be offended by it, but he fails to provide any evidence himself that this is happening. Not even any anecdotal evidence.
On the other hand, a whole bunch of Christians got offended by a completely inoffensive advert that wasn't even airing in their country, and was successful in having it pulled from the airwaves.

In that case a college student with a service dog was forced to drop out of a class he was taking because of death threats from a Somali Muslim student. Because of that, I do not find this story that hard to believe.

Yes, many Muslims really do hate dogs. So much so that they're willing to violate the laws of whatever country they're in to avoid contact with them, and they often seem to get away with it too, thanks to their Saudi-funded legal support.
In light of the innumerable examples of Muslims in the Western world getting bent out of shape about dogs, I'm inclined to think it plausible that many Muslim shopowners wouldn't want a photo of a puppy in their windows. If Councillor Asif said it was so, why shouldn't we believe it?
Certainly there are many Muslims in the world who love dogs and wouldn't be the least bit offended by Rebel. But the past actions of the Dundee Muslim community certainly suggest that at least some of them aren't the most liberal, fully integrated of immigrants. They have repeatedly organized to resist the Tayside Police's efforts to befriend them and urge community reporting of terrorist extremism.

Mr Asif’s comments have won little support among the public or Dundee’s Islamic community.
Last night Mahmud Sarwar, trustee of the Scottish Islamic and Cultural Centre and the Dura Street mosque, appealed for calm.
He said he had no problems with the postcard and called on homeowners and local businesses to display them as it is in the public interest.
“I’ve not heard anything about that from members of the community,” Mr Sarwar said.
“I was round some shops today and at the mosque and nobody has said anything about it.”
Mr Sarwar said that religious sensitivities would prevent him from displaying the postcard on a building of religious significance but there was nothing to stop them being displayed in shops.
“There is not a dog—it is just a picture,” he said.
Mr Sarwar also queried whether the concerns raised by Councillor Asif belonged to him or his constituents.
“Maybe that is his own thinking—everyone has the right to say things regarding their own wishes,” he said.

Shop assistant Irza Saeed said, however, Cheers would be happy to have the postcards featuring police-dog-in-training Rebel and advertising the new contact number for non-emergency calls to the police.
“We have a lot of customers of different cultures and religions but we are owned by Muslims and the workers are Muslim,” Miss Saeed said.
“I don’t feel that I’d be especially concerned or upset if we were given the postcards to distribute or that there would be anything wrong with that. However, it is part of Islam that we don’t have dogs around us.
