Yes, the flatten their ears, hiss and bat at the dog, but the claws never come out. Hell, my Beagle will full-on tackle my big orange alley-cat like she's a linebacker, and the cat's claws never come out.
Don't worry, the cat gets the beagle back on his own terms. He'll hide on the couch and pounce on the beagle as she's coming around the corner. Then when it's over, they lie on the couch together and groom each other.
My point? I'm glad you asked. What looks like a cat beating up on a poor Pug puppy could simply be a game they play.
