Left undirected it does *not* make nice neat cuts like the one in the picture. Once you ignite it and step back it quickly becomes a very nasty little chaotic blob that follows gravity and the path of least resistance.
Look at the clean angled cuts on that column. Are you really confident in your claim that it had "NOT BEEN TOUCHED" by anyone? Are you really confident that picture was taken just "moments after the collapse"? How reliable is your source?
