I believe that I've solved the mystery. It took a few seconds, but after reviewing his mugshot, and the part of the article that said he was also charged with possession of drugs, I was able to deduce a few subtle hints about his character. I intend to release a full report within the week, but I will submit part of my theory now: He's a drug addict and he intended to sell the bikes for drug money. But it's hard to find a buyer when you look like a ***** drug addict, so he just kept stealing them hoping he'd get THE bike.
