From the looks of it that is the side of the road - It's a highway shoulder. There is a law in a few states (Or at least in my own) in the US where if you see a patrol car with someone pulled over on a highway shoulder, you either have to move over to the far lane, or if you are unable to move over, you have to slow down while passing them. I got pulled over the other day, and the cop was uber nice, and ended up not giving me a citation. Of course, it was the beginning of college semesters, and they were more focused on catching drunk underages.

The last time I got pulled over, I got out of the car and walked back to the cruiser. We stood around and shot the ***** for a while before they took off.

Important to note that he chose to stand with his back to the road in the first place given that so many people would see that as an opportunity. I think holding his arm out does suggest he would pull her back... if she'd begun to move into the road, however, she only moved up and down, which satisfied his concerns enough not to need to touch her unnecessarily. She looks like a hottie, he doesn't need more legal troubles. I'm sure the ambulance chasers had a field day in any case.

Whenever I get pulled over I roll my window down halfway, shut my car off, and place my hands on the steering wheel.

I mean what are the odds given the size of a car in comparison to a stretch of road? And if people are just being curious and turning their head to look then wouldn't they be more likely to crash into something that they aren't paying attention to?
The only explanation I can come up with is that they see a cop issuing a ticket and forget they're driving. They let go of the steering wheel and "watch TV". - Ikioi, on 10/12/2007, -1/+4Oh wow, Mr, you're right. I didn't even notice the passenger! Watching it a few more times, I see the passenger's arms get thrown forward, but it doesn't look like they hit the windshield (the wipers turn on, and I don't see them spreading around anything red). I think they still had their seatbelt on (good thing).

- Pyrogen, on 10/12/2007, -0/+3Its a cultural thing. In the south, stay in your car. Period. You make them nervous when you get out, because you have a greater ability to shoot at them. Even northern cops make that mistake down there - they get out because they're used to pulling the driver out of the car to write the citation.
