EDIT: Upon further inspection; there are no gaps in accelerators, again, because of the intense vacuum that must be held in order to keep the particles from dissipating mid air. Radiation is also invisible. Utter ***** article.
Radiation itself does not need to be in an overall vacuum if you work at a beamline that extracts its radiation from the overall light source. You are correct in that many of the beamlines/endstations have air gaps between where the radiation is produced and where the sample is placed. Other endstations must operate under vacuum conditions.
Don't be so quick to say that radiation is invisible. I know of radiation that happens to have a wavelength between 380 and 750 nm that is visible. I'm guessing you've seen this radiation too. In fact, when Roentgen discovered x-rays, he noted a blue-gray haze that seemed to appear within the eye itself. So it seems plausible that he could have seen a light that bright when he was exposed.
Trust me, there are all sorts of safety mechanisms at an accelerator. There are doors that need to be opened to get you to the floor, then doors to get you to a place where you can access the storage ring, and finally you have to open the concrete door to get you inside of the storage ring. Finally you get to see the pipe that holds the vacuum that the particles travel through. There are many safety mechanisms.
I agree that there are no open places on the storage ring. You are also correct when you say that there are open-air end stations.
Keeping in mind that this happened in 78. I'm guessing the Russians weren't very forthcoming about details. Perhaps this happened on an end station and not on the main ring.
