Software used here is Synthetik Studio Artist with custom scripts of mine.
There are a lot of programs to do this kind of art. Google the keyword "photomosaic" and you ll find many.
But remember that beyond the tools, mosaics are a very ancient art. If you want to go beyond the surface you have to study more the history and the theory than the tools.

The story is this:
This image is just a rough. The final illustration is unpublished yet. I don't know why someone choose to digg it here, but as the digg effect is positive for a designer's work I helped it with my digg and my shouts to our friends.
So this became popular and made it to the front page. This is positive for me and my work, as it is exposed to a wider audience.
Of course, just as you said, this isn't one great work. How could this be? It's just an early experiment.
When the final illustration will be published I am going to upload it in my Flickr page and I am going to shout to you to see it.

So digg is such a strange place.
It's so strange to see so many people coming here and being so negative or positive about others.
The story of this image is the following:
1. It's just a rough. One of the first experiments for a professional illustration for a big american magazine.
So it cannot be nothing more than a rough.
2. I don't know the guy who dugg it. Maybe he wanted just traffic for his blog. Maybe... I don't know and - sincerely - I don't care.
When someone is digging a work of yours it's always something positive. Especially if you re a professional designer.
3. As this was an opportunity for me to get wider audience I helped this digg shouting to some friends of mine.
I am happy that this made it to the front page.
4. I don't really care about big traffic. I am a designer. That means business pay me for designing. Not for having diggs or clicks.
What I am happy for is that maybe a couple of business people coming to see my work.
Digg is a nice place. It used to be nicer ones, but it's still a place with interesting links.
I prefer to see the positive side of Digg and ignoring the rest.
Ongoing battles about Steve Jobs, Bill Gates etc are so silly for me. Maybe a couple of years ago I would enjoy these net wars. Now I find them so boring.
If you think that there is so much importance to one digg you loose the point, guys.
The negative thing of all these so called web 2.0 networks is that one digg is just a click.
It's so easy to do it. As easy as sending a kind or not so kind comment.
Personally, I prefer to keep on designing the things I like. Persons I think they are interesting or anything else that gives me joy.
If you like what one digger is doing, that's fine. If you don't, that's fine too.
