His staff obviously didn't have much either considering he was wearing nothing. Something scary or gruesome would be a political nightmare. I was thinking perhaps a Disney character such as Buzz Lightyear but that would invite "thought he was the ***** but really isn't" comparisons. Probably the only safe bet would be an American Eagle. Anyone have any ideas?

    All Hallows Eve is the day before All Souls (or Saints) day, and the purpose of wearing costumes and masks is to /scare away/ evil and the Devil.
