These officers need to be immediately removed from duty until this current investigation involving the bicyclist is completed. In addition to an "internal investigation" within the department, there needs to be a third-party investigation, in case the corruption is within Internal Affairs as well.
Further, every single incident these officers have ever been involved with, and are currently involved with, should be immediately investigated in light of the officers' obvious willingness to lie, their complicity in covering each others' false testimonies, and their complete disregard of their professional oaths.
IANAL, but if these officers are shown to be the liars they seem to be, then every guilty verdict resulting from their testimonies could hypothetically be reclassified as mistrials, and those convicted and jailed could potentially be freed -- even those who may have had a completely fair trial with honest testimony in their individual cases -- due to the questionable veracity of the officers' testimonies.
