There are three huge problems with your post...
1. European is not a race, it's an identity based on location.
2. White is not a race. It is an identity based on lacking melanin pigmentation. That's like grouping and judging cars by their paint color. It doesn't make sense with cars and it doesn't make sense with people.
3. The reason why they are called Native Americans is because this was their home first. You're viewing it too superficially. Rather than look for irony in the renaming of the road, see the irony that is there. The group took part in the adopt-a-highway program for (probably) one of two reasons:
1. To get their name out on the road and get exposure/support.
2. For the point they thought would be made when (they assumed) the state would decline their application. That point being of the "it's ok when <insert pro-minority group here> adopts a highway, but not when we do it" variety.
The ironic part of the story is that the result was in direct opposition to their intended outcome. Their application was not declined, and rather than gain support they have been soundly ridiculed. I think the National Socialists worked the system to their benefit, so they can spread their message of racist propaganda and hate, while under the guise of providing community service. It's not uninterested service they're providing, they're not concerned about keeping the road clean. It's just so they can stand on the road with their swastika shirts and their printed slogans against blacks, jews, hispanics and gay people while the cars honk by. In that aspect, I think if they are trying to screw with the system to their advantage and given the hateful nature of their message, it is totally justified that the system screws back with them, to ridicule their efforts and possibly discourage them of pursuing similar strategies in the future.
I don't see what being an atheist has anything to do with this matter either. I'm an atheist, and I hardly mention that at all in my daily life or regarding my view of political or social matters. I don't see the point, as it is a personal development of my spirituality and I don't see how I need to use it to make my points come across. The existence of God, and the fact that I or you are atheists, is irrelevant to this topic at hand, in my view.
I don't think the Government is spreading discrimination and hate by re-naming the highway. Just as I don't think hatemongers should be given the same right of free speech and respect we give to groups who actually are useful and contribute to society in a civilized way. These groups serve no other purpose but to spread infectious ideas who have no real basis and their very formulation of these ideas is abhorrent towards respecting every other person as an equal.
