They may only speed, run red lights, or "violate" other common traffic laws when their flashing lights are flashing. At other times, they have no legal basis and can in fact be ticketed, fined, or whatever else. If you video tape them doing these things without their lights, they can indeed be punished.

What if her fellow boy (and girls) in blue need back up, and shes the only one around to help? Her physical state would prohibit her from actually helping in any way.

If this guy wants to play vigilante, he needs to be more professional than the people is he trying to bust. He shouldn't even have confronted the officer. He isn't out there trying to make sure officers are held to the letter of the law. He's out there trying to pick fights and thinks he looks cool doing so. He FAILS. - TheCasablancan, on 04/20/2008, -0/+13Here in Austin, No. A buddy of mine is an ex-cop, and he said that while the academy DOES require a certain fitness level, a full fledged officer does not. He said that they tried to enforce a health regimen of some sort, but they were writing everyone up and decided to say "Screw it. Be a fat ass if you want. It'll still be your fault if a felon can outrun you."
That said, most cops I've asked do at least some sort of exercise, be it running, weights, etc.
Some interesting tidbits. If you ever are too drunk to drive, and you decide to sleep in your car, put your keys in your glove compartment instead of in your pocket or the ignition. If the cop catches you, you'll only get public intoxication rather than DUI. The reason, I'm told, is because in your pocket or ignition is easy to get to while the glove box is out of immediate reach.
Also, in Austin, you can speed 9 mph over on a normal street, 4 mph over in a construction zone, and 2 mph over in a school zone before the cops will bother you. Unless they are a motorcycle cop, because all motorcycle cops do is give traffic citations. If you can, go down to your local police station and ask to see/obtain a copy of their General Orders (they may or may not let you I don't know how they decide. Some social engineering might be necessary). If a cop pulls you over improperly, or gives you a ticket improperly, you can file a complaint and he'll get written up. You'd still be a dick though.
