In a sense, but someone who is capable of planning to saw off his own head to protest having to move, and then going through with it, clearly had a very strong mental unbalance. People are not cattle, people have feelings, emotions and strong connections. Breaking such strong connections are mentally taxing, this guy obviously got mentally taxed enough to do this :(
