Strategizing about marketing your twitter profile is as stupid as adding everyone you just barely remember/recognize from school on facebook just to boost your friend count. Or adding everyone you possibly can to your digg friend list to help promote your stories.
kevin, of course, has a vested business interest in being as e-popular as possible. For "normal" people it is harder to do it, but it is still possible to build a good Twitter following. Follow people, be interesting, tweet helpful resources, answer to people's questions, do twitter-bait and get famous twitterers to respond back to you...

Basically the people that I follow make updates on topics that I care about and would like to converse with. I can't make meaningful responses to someone talking about needing to poop, but I -can- make a meaningful response to someone talking about the "I'm Linux" video contest, for instance.
