Not exactly the top of the list. 50,000+ kids a year choose to go to a school of higher ranking. Plus it is a public University, they don't need donor funds as much as private institutions do.

        You want bribery, just look at some of the private high schools in D.C., where in 2003 there was a 2/3 acceptance rate into Harvard, Princeton, and Yale. To be fair though, while the high school tuition was some 25,000 a year meaning fairly wealthy kids went there, the kids were actually fairly smart, but they were undeniably legacies....not saying that is really a bad thing.
