(1) there's a vast government conspiracy wherein DMV workers grant licenses to legally-blind people as a form of indirect but gruesome population control.
(2) even in moderate traffic there's generally a car in front of them blocking their line of sight, and it's normal to not expect something to come barreling towards them.

And I really don't think the taser was necessary there. He had given up. That was obviously revenge for making the cop's fat ass chase after him, and putting peoples lives at risk. - chocobomog, on 04/03/2009, -4/+9The guy endangered numerous lives, reached his hand in his pants (possible gun situation), meandered around and refused to lie down when officers told him to freeze and get on the ground so of course he got tasered.
The way he was acting he could have easily had a gun in his pants; and considering the numerous time he nearly killed someone while he was driving the cops saw him as a deadly threat and neutralized him.
Running away from the cops, refusing to lie down on the ground, and walking around aimlessly when they have a gun pointed at you is "refusing arrest". - cowsgonemadd3, on 04/03/2009, -1/+6For the most part it is crazy black kids who do this but some dumb white kids do it too. In some places you can go to jail for a year for driving under suspension the third time. First and second count can cost $1-3k
Considering so many get it suspended for being unable to pay tickets that are less than $200, fines of over > $1k and/or months in jail is plenty of incentive for a lot of people to run. The amounts may not seem like much to a lot of people but to those who can barely get by facing a charge that will make it impossible, just the potential to get away seems worth the effort - dzhastin, on 04/04/2009, -0/+4I like the idea of "indirect but gruesome" population control.
