the net neutral bills on the table are more or less provisions to the current law, to allow telco's to charge sites like youtube and services like voip. it's backwards and deceiving just like the patriot act.

With some of the recent acts, i.e. the No Child Left Behind, the PATRIOT act, the military comissions act of 2006, etc. you can almost expect most laws to do the exact opposite of what they are claiming to do. The internet is much more than just a fiber-optic line or a switching center. It is a huge network of infrastructure that spans the world. Made up of companies, classrooms, homes, laboratories, and most importantly the people who create content. The internet should not be controlled by a few private interests. It should be democratically controlled by everyone who uses and supports it. It is most definitely NOT illegal to prioritize one packet over another. As far as I know, EVERY ISP prioritizes traffic. Its what makes Youtube usable.
If an ISP in one area determines that the majority of its customers are downloading/streaming video and a very low population is doing a certain other thing X, they will prioritize video packets over X. That makes that ISP a good one to have. It makes it easier and more enjoyable to do what you want to do, and you don't have to waste bandwidth on things you would never use.

There is a (yet to be released) US gov't report floating around that shows the telecom broadband duopoly has grown a great deal in recent years which adds to earlier reports stating similar but not as dire facts). Education is a good thing, and willful ignorance is bad.

I'm with you, billions of individuals should control the Internet. Problem is, the telecom industry currently does control the Internet. If Net Neutrality passes, then you can opt-in to any packet prioritization scheme you'd want. This just prevents the telecoms from unilaterally deciding what to prioritize.
