When a private entity (McDonalds) creates driveways that are publicly accessible, they should expect cars to be able to drive on those roadways. They were not in the building structure. The only noise violation with vehicles is if the noise is too loud. So technically their "rapping from a vehicle on a thoroughfare roadway on private property" was not illegal.

This isn't his first time doing something stupid that makes the news. It's a small town, lived here about a decade, and you get to know people fast. There's only a small police force, and knowing which ones are good cops, versus douche bags is part of the landscape.
