- samard2002, on 09/30/2009, -10/+158He's here to "enforce the laws put in place by the citizenry of California and the city and county of San Francisco" -- which sounds like a great speech, but it isn't until the moment the punk calls him a dick that he decides that the enforcement is necessary. It hard to interpret his actions as anything other than "I can't arrest you for calling me a dick, but I can arrest you for this."
It's particularly disgusting that he gleefully informs the kid that the state is going to seize and hold his property for a period longer than his arrest.
But the bottom line is, everyone in this video is a jackass. The skater wants to act like a badass, now he gets to go to jail like one. Johnny Law wants to puff out his chest and show his power, so he tosses a kid in jail. Everybody's playing their role.

Technically jaywalking is illegal, but everybody does it and I don't think any of us would be too pleased if a cop threatened to break our arms for jaywalking. Granted rules are rules no matter how serious, I just don't think this was enforcing the rules, I think this was an ego thing from the police.

Clearly not in a good mood as a punk kid who has just been stopped by the cops, the kid is on the ground looking upset but not bothering anyone. Noticing this, the officer asks "Anyone have any Exedrin? Your boy has a headache", clearly mocking him and trying to get a rise out of him. In response, the kid calls the officer an inappropriate name ("***** dick") which seems to be just what the cop was hoping to get him to say.
As soon as the kid says this, the cop rushes over and places him under arrest. If the officer had been lenient with him up until that point and had then decided (after being called a dick) to arrest him for a crime that had indeed committed, then there is no problem here. However, in doing so, he clearly uses unnecessary physical force. This kid has not resisted one bit up until the one minute mark, and yet the cop is manhandling him. Instead of simply placing him under arrest like normal by asking him to stand up and put his hands behind his back, it's quite clear that the cop is getting out some aggression on the kid. This is the problem.
I honestly don't give a ***** what happens after the 1 minute mark. I’m sure the kid starts to resist arrest and do more stupid *****, which doesn't surprise me because he seems like a punk kid. However, in that first 60 seconds I saw an officer of the law bully a kid and take out his anger on him physically, and that shouldn't be happening. I’m all for officers’ right to use force when necessary, but using it against someone who’s called them a name is not an appropriate usage of the power they have. - JohnBantam, on 09/30/2009, -10/+39Clearly this cop was made fun of as a kid.

The kid should have shut the ***** up, granted we don't know what happened before this video that would prompt the kid to call the cop a dick.
But the cop sums up a pig headed ***** perfectly, "I'll snap your arm like a twig." completely uncalled for.
Then kicking the kid?

It went from, "I CAN arrest you, but I am going to let you off the hook" to "okay, you are going to be a dick with me even though I was letting you off the hook, so I am no longer doing so."
I didn't see a kick, I saw a claim of doing so. And big f-ing deal, he aggressively told the kid he would break his arm.
Believe me, I have had run in with the cops and I don't trust them for a second, but I saw nothing wrong with the cops actions in this video (again, if the video did catch him kicking the kid, I missed it). - sneaker98, on 09/30/2009, -2/+11I agree with doctechnical. That being said, I fully support what the cop did here. It didn't seem to me that he was trying to provoke the kid. He asks if the kid has a headache, the kid says no, he asks what's wrong, the kids says he's pissed, he asks why, and the kid says it is because he is being a "***** dick."
I don't know what happens after that, but someone claims he "kicked" the kid, which is conveniently not on the tape.

If he broke the law, arrest him. Don't use the verbal abuse as the trigger. That's the biggest problem with law enforcement. Too much judgement is placed on the shoulders of the cop and they get to use whatever ***** / bias / racial / etc. reason to actually enforce the law. That is the first thing you don't do. Every idiot with a camera thinks they are in the right nowadays and they are not. Just because you have a camera doesn't mean you aren't going to get your ass handed to you in a court. You simply say your yes sirs and you move on, most cops are decent if you give then a little respect.

Skating on public property is. It's the same thing with speeding. If you own your own racetrack, on private property, you can drive 200 mph if you'd like. you just aren't allowed to do it on the public roads.

That's also what they always yell as they taser you: "Stop resisting, stop resisting!" like some sick electrical engineering joke.
They've learned from rodney king that they can't just beat the hell out of you for no reason, they have to first declare that you are resisting.
In this case the kid had an attitude but clearly did not physically resist one bit (not to mention the cop was twice his size, so resistance was futile).
The cop never said "put your hands behind your back" or anything, he just grabbed the kid (who was sitting down at the time), and twisted his arm around (the arm doesn't bend that way - so yes, I suppose the kids tendons/bones were resisting the officer's attempt to twist them). - ptoma2000, on 09/30/2009, -0/+6The kid is better off learning the lesson now rather than when he's an adult.

The cop told them to stop (he could have already cited them, they were also pulling down a fence) and disperse, one decided to be a punk, what do you expect. In my personal experience, most SF cops are cool and only "puff out their chest" if you do something blatant.

He affirmatively answered all of the cop's questions, AND took the cop's excedrin ***** without missing a beat. That cop was baiting the poor kid by saying ***** like "why, are you ashamed of yourself?"

a) Prohibits skateboarding on any city street at any time, on any sidewalk in any business district at any time, and on any non-business district sidewalk commencing 30 minutes after sunset and ending 30 minutes before sunrise (Traffic Code, Section 100)
The officer was completely wrong. -
