Australia has actually gone a lot further. Among other things they now have a website that provides detailed information on conserving water in the bathroom (and not just showers, but older style toilets that can be responsible for as much as 20% of an average homeowners water usage), collecting and using rainwater, how to save water in businesses, etc. Want to learn how to install a grey water system to conserve even more by using water from your dishwasher, clothes washer, etc. to flush your toilets? They've got all sorts of useful information like that and links to products to help you out.

1. The economy going down the drain, because of the rampant corruption and incredibly bad administration (prices rise weekly or monthly, a used car costs twice the price of a new one as soon as it gets out of the dealership and a lot of etc.) and
2. Insecurity, Chávez is where he is because his promise was to take care of the opressed and ignored poor people, and that sounded really nice until you see that he's been our president for 10 years and everyone who's not working with the state is going basically poor. The private industry is getting more and more taxes and regulations at least they start to work with the government. So poor people have two choices: work with one of the missions, ministries or any of the "socialist" offices (and magically start earning tons of money) or going the robbing, express kidnapping, etc way. which they can do freely because police, guardia nacional (national guard), army and all the forces are as corrupt as you can imagine and, in fact, help them to orchestrate operations along bank insiders, cops, etc.
So, we're not doing well, in fact we're really screwed.

But I specifically remember loads of advertisements targeted at children in the late 80s early 90s teaching us to shower for less time. I remember the ninja turtles telling me during their PSA time not to run the water while I brush my teeth and shower shorter, I remember the "Sing Shorter Songs" PSA ad campaign and the switch to low flow everything to the points that toilets didn't flush and showers were just a steam drizzle. Hell we didn't have energy star before 92.
Some economic systems are flawed and cause shortages yes, however, there are some things limited by things well outside the realm of capitalism or socialism, Sure California happens to be lucky enough to be able to afford a hundred mile straw that it dips into a lake and sucks it dry, its not sustainable, and delays the inevitable, and a day of reckoning will come for them when we get a predictable drought like we get every century, and no amount of capitalism can make it rain. In this case Hugo is planning for el nino, which apparently affects their rain supply negatively. Pretty smart if you ask me.

He's reduced petroleum production by diverting investment funds to provide make-work jobs for his supporters.
See how clever that is? He buys political influence now by mortgaging Venezuela's future. If Chavez is a good, little communist he might manage to reduce Venezuela's economy to the same state enjoyed by Cuba's happy citizens.

It was a joke in a comedy schtick Sheryl Crowe performed in the Stop Global Warming College Tour in 2007 - which of course was no issue and receive no coverage. That show was performed at the annual White House Correspondents' Dinner where Karl Rove was in attendance.
